A visitation committee, established by the Ministry of Education, Culture and Science, evaluated the Netherlands Film Fund for the period 2023–2025. The committee describes the Film Fund as a reliable, flexible, and effective implementer of government policy. Within a complex environment, the Fund advocates for independent filmmakers and the specifically Dutch story. Funding acts as a catalyst for other investments, but private investments lag far behind those of neighboring countries. The shift towards higher budgets for fewer but qualitatively stronger films is widely supported. The introduction of pitch panels strengthens the assessment tools. The Film Fund is incorporating the recommendations into the new policy plan.
