The head of the family and NYPD Chief Francis Tierney Sr. (Jon Voight) is furious when four officers are killed during a simple operation to arrest a group of drug lords. His son-in-law, the tough guy Jimmy Egan (Colin Farrell), also loses his temper—the deceased were members of his unit. Tierney Sr. decides to put his son Ray Tierney (Edward Norton) on the case. Around Christmas, Ray is struggling with his recently broken relationship and reluctantly begins an investigation. Then he stumbles upon increasing evidence that the criminals were tipped off about the police raid. His brother, Sergeant Tierny Jr. (Noah Emmerich), also begins to play a role that places Ray before an increasingly difficult dilemma: be loyal to your family or uncover the truth at all costs?
